Construction of cement roads in Keshod city

Roads in Ambawadi area in Keshod, Dist. Junagadh Gujarat are in miserable condition. Mainly two roads (1. Jalaram mandir road & 2. municipal garden road) are in its worst condition. I have heard that all these roads are sanctioned 2-3 times for cement roads after it was actually made ie. before 20 years.
Sir i want to know whether all these roads were actually sanctioned? if yes then who is responsible for such condition of roads. if no then why is it taking so long to rebuild these busy roads?
