Sub:- CCH Direction to Govt. of Kerala on the decision of considering External PG at par with Regular PG.

 Ref:- CCH Direction, PG Regulations.

Your kind attention is invited to the subject referred above and the following issues. DHM, DHMS, Dip(NIP),BMS, Graded BHMS, BHMS, MD(Hom) Regular, MD(Hom) External etc are the courses approved and implemented by Central Council of Homoeopathy. Each course have their own regulations too. But, the recent direction from CCH to the State Government of Kerala instructs that External MD(Hom) can be considered equal to Regular MD(Hom) and all benefits including that of AICTE pay scales can be offered to them. It may be noted that all aspects of basic eligibility criteria for Admission to both these two Courses, their Syllabus, Conduction of Course, Attendence, Duration of Course etc..etc.. having very vast difference.

 It may also be noted that Government of Kerala offers payment of Salary Scales equivalent to AICTE with the purposeful motive to improve Academic Standards of Homoeopathy to those teachers who have done 3 years regular institutionalized Study and acquired MD(Hom). So AICTE equivalent salary is given inKeralaStateas a benefit to those College teachers with Regular MD(Hom) only. Moreover the eligibility for this benefit as per AICTE norms is for those who have acquired MD with regular attendance. College Teachers in all branches of medicine namely Allopathy, Ayurveda &HomoeopathyMedicalCollegesare offered this AICTE equivalent pay scale strictly adhering to these norms detailed above.

This purposeful move to dilute the norms referred above for attaining the benefits of AICTE equivalent salary for others, by equalizing a Course which is by all means uncomparable in all aspects, will only pave way for the liquidation of qualitative education in Homoeopathy Course. Moreover, it will have to be deemed as a big injustice to those candidates who spend 3 years for their MD Course as regular students leaving behind their jobs and practice and joining a College for the same.

It is true that CCH Act empowers them to implement Courses with the approval of the Central Government and stipulate the Syllabus, Curriculum, its duration etc. But here, by making External MD and Regular MD equal, is it not similar to commenting that DHMS and BHMS are Courses of equal status. Another fact needing special note is that, it should be observed that the teachers in Homoeopathic Medical Colleges have acquired External MD for Subjects in which they do not teach. Their reason for the same is that there is Regular MD in 3 subjects only in Kerala.

For acquiring this kind of External MD, a Candidate is neither required to take any kind of leave from the organization in which they are employed nor any kind of attendance for the Course is required.

Hence, from the above described facts, we would like to place our humble request to the Hon’ble Department of AYUSH that the two Courses namely External MD and Regular MD should not be granted equal status and both these courses should be given separate identity in particular and thereby not permit such moves to liquidate Education in the field of Medical Science. Separate identity is a must, as at present the General public is being exploited by writing MD(Hom) as qualification for all those who have attained the MD as Regular Students and those who have attained the same as External candidates. In other fields of medical sciences such courses exists, but are specifically differentiated whereas in Homoeopathy it is not so and thereby Homoeopaths write MD(Hom) against their name and are cheating the public. We take this opportunity to bring the same to the attention of AYUSH. It is a pity, comparing External MD which is only equivalent to a Certificate Course, to Regular MD Course. Moreover, in Homoeopathy all subjects do not have MD Courses. Hence, in Kerala, all those who have attained 3 years institutional regular MD Course in any subject irrespective of the subject they teach, are given AICTE equivalent salary too. Hence, it can be seen that no one is prohibited from attaining a Regular MD and External MD is only a short cut method for all gains which by all means should be controlled for the interest of Homoeopathy and General Public.

Clarification on the above Regular MD and External MD should be got from AYUSH and CCH and necessary instructions given to separately identify Homoeo Doctors with these two MDs separately.

      3. Why do you conduct Regular MD and External MD for the same courses?
      4. Does Ayush feel that the two MDs should be identified separately just as any other courses do and what are the steps taken for the same?
