Electric Rickshaws in Sirsa

Sirsa District Administration under the Office of the Deputy Commissioner , Sirsa, Haryana has launched about 40+ Electric Rickshaws .

These Electric Rickshaws are the same type that have been termed illegal by the Transport Department , Delhi Governmenti.

These vehicles are loaded with a battery of 120 kg approx, can take 1-4 passengers , and driver.Total vehicle  weight = 600 kg plus.

Legally these are to be as per the Central Motor Vehicle Rules- the CMVR and approved by a test agency like the ARAI, Pune for declaration of power, speed.

Such loaded vehicles cannot be driven by a 250 W motor , thus they have a higher rated motor it appears . Even the Delhi Government has raised this issue.

DELHI GOVERNMENT HAS DECLARED THESE / SUCH VEHICLES ILLEGAL AS PER ADVERTISEMENT OF 8 FEB 2013 AND HAS STARTED CONFISCATING THEM.

IN DELHI THESE VEHICLES ARE OWNED BY PUBLIC BUT IN SIRSA THESE ARE FUNDED BY THE ADMINISTRATION.

1.I seek the ARAI or any approved agency  certification details  that the motor is less than 250 w.

2. If they are having higher rated motor- why they do not have the number plate , the RC- registration certificate, and the pollution certificate.

3. Insurance for vehicle, driver, and third party – is that on basis of ARAI certificte or some other basis.

4. When Delhi Government has termed them  as unsafe vehicles, how can they become safe in Sirsa.

5. What is the power of these vehicles indicated by the supplier of the vehicles , what is the power demanded by the buyer.

6. Has any undertaking been given by the supplier that these vehicles are having power less than 250 W or more than 250 w.

7. What is the road worthy test conducted on these vehicles.

    These vehicles are a serious hazard on road. They do not have a number plate or the registration certificate. But they are so powerful that they compete with regular autorickshaws. This RTI application is meant to create an awareness in the system that all that is electric is not safe and must be taken that way. Life of 4 passengers, driver and the party getting hit is at stake with these vehicles. Delhi Government has already banned these vehicles as grossly unsafe and prone to serious accidents.
