DGCA QUESTION BANK FOR PILOTS’ EXAMS
The Directorate General of Civil Aviation(DGCA) has started online exam for CPL(Commercial Pilot Licence)/CHPL(Commercial Helicopter Pilot Licence) from October 2011 sesion.
However, contrary to what has been appearing in news reports since March 2011,no question bank for any subject has been put in the public domain.
QUESTIONS:-
1.(a) Is DGCA going to put forth the pilots’ examination question bank for all subjects in public domain at all?
1.(b) If yes,then since when?
1.(c) If not,then why not,after all the talk and discussions about streamlining the examination system on the lines of FAA/JAA which already have a question bank in place for public access(aspiring pilots)?
It would also be good to ask about the DGCA examp being conducted online. because after the pilots marklist forgery scams it was told that DGCA exam will be goin online. So that will give a clearer perspective to the above query

Please tell if such question bank was provided for earlier exams held by DGCA before this online one or there are subjects and its study material is shared as per directions from DGCA by relevant institution.

No, such a question bank was not provided for public access earlier. And the list of study material listed on the website of DGCA is unclear in the sense that the gamut of questions actually asked in the exam was too diverse to be covered by that material alone.
A recent report on examination reforms available as http://dgca.nic.in/reports/Report_Lic.pdf clearly mentions the preparation of question bank for all the subjects.

DGCA set to reform examination for pilot licences

In what comes as relief to aspiring flight commanders, the Directorate General of Civil Aviation (DGCA) will reform the examination system for air transport pilot licences (ATPLs). As part of the reform, the aviation regulator has prepared a question bank for tests conducted for ATPLs.
“We have prepared a question bank for the ATPL test conducted by the DGCA and that is being vetted by independent experts. We are also defining the syllabus in terms of the number of books to be prescribed,” said a senior civil aviation ministry official.

To become a commander, a co-pilot with the requisite number of flying hours needs to appear for a test to secure an ATPL. The requisite flying hours are decided by airlines, though the aviation regulator has fixed it at 1,500 hours.
The official also said a number of frauds had taken place in the process of securing ATPL licences. “The examination system would be computerised, through which the selection of questions would be random. Also, the verification system should be strengthened to avoid any such problems in the future,” he said.
These changes are part of the recommendations of the 12-member committee formed after the case of fake pilots had come to light. The committee comprises members from the civil aviation ministry, the DGCA, representatives from the Indian Air Force, Air India and National Informatics Centre, and independent aviation analysts.
Currently, though there is a syllabus for the test, it does not limit the number of books on each subject. There is also no question bank, a norm followed globally.
At least 15 people, including five pilots and three DGCA officials, have been arrested as part of the investigation in the fake pilot case that was unearthed in February during an enquiry into a rough landing by a commander of an IndiGo flight.
The DGCA has also introduced a skill test for commercial pilot licence (CPL) holders from abroad. A person needs to have an experience of 250 flying hours to secure a CPL. Currently, CPL holders from abroad are not subject to any tests. Airlines, however, test pilots before inducting them and also train them after their recruitment.
The regulator is also introducing norms to allow type rating of pilots abroad, only if an aircraft is not available in India. A pilot has to go for the type rating process to fly a particular type of aircraft that requires additional training.

Fake pilot scam prompts regulator to do away with paper-pencil test and update syllabus
The fake pilot scam, where fourteen persons were arrested, including six pilots and three Directorate General of Civil Aviation (DGCA) officers, has prompted the aviation regulator to consider a change in the format of the commercial pilots licence (CPL) examination.

Come July, the civil aviation regulator will do away with the paper-pencil test and make way for a computer-based commercial pilots licence examination. DGCA, as part of the exercise to overhaul the commercial pilots licence (CPL) examination, will also update the syllabus and remove anomalies.
“We will be introducing a computer-based examination,’’ Director General Bharat Bhushan told Business Standard without giving a time frame for the launch of the new format. A DGCA-appointed committee comprising its officers and senior pilots is already working on the reform process.

DGCA sources confirmed that the new system may be in place this July. “The present syllabus for CPL papers is not well defined and this confuses the students. Unlike the United States there are no question banks for reference. So students are left clueless about what to expect in the examination,’’ a DGCA official told Business Standard. At present, pilot aspirants are not allowed to take home the question papers from the examination hall.
Keeping in line with international standards, the DGCA will also publish a detailed question bank for all the technical papers.
Also, so far the syllabus and question papers were framed only by technical officers from the DGCA. Now, this process is set to change, and pilots will also be part of the panel framing the question papers. The committee has studied the syllabi followed in European countries and submitted its report. It has also prepared a question bank comprising of over 5,000 questions which will be relevant to the Indian context. “The aim is to make the examination process fair and transparent and bring it in line with international standards,’’ the official added.
Apart from the reforms in the selection process, the regulator is also verifying the records of 4,500 pilot licences and will begin audit of flying schools.
The DGCA holds written examinations for CPL and airline transport pilot licence (ATPL) four times a year. Candidates can appear for one or all the papers on air regulation, air navigation, meteorology, technical (general) and technical (specific). Candidates require 70 per cent marks to pass in each paper. Past results suggest that the failure rates are very high. In April 2010, less than two per cent candidates cleared the air navigation examination, co-pilot becomes a commander after getting the ATPL and a person with CPL can fly a plane as a co-pilot. There are about 4,500 ATPLs, while about 10,000 CPLs have been issued till date.
Three DGCA teams are currently auditing at least 40 flying schools across the country and the government has warned that those institutes found fudging records to grant pilots’ licences could be closed down immediately.
“Since there is no defined syllabus, students have no option but to study absolutely everything on a subject. The questions asked are vague and at times have errors. Clearing exams requires hard work and an element of good luck too. In such a system students are bound to approach touts. An aspiring pilot spends upto Rs 30 lakh on education. Many of them take loans and are desperate to obtain a licence. That explains the reason behind pilots obtaining licence using fraudulent means,’’ said a commander working with a private airline.
“The Federal Aviation Administration syllabus for CPL examination which is followed in the US is dynamic. In India, however, students study everything right from the time JRD Tata flew the plane till what is happening now. A lot of the stuff included in the syllabus here is obsolete,” said a pilot, who secured a licence from the United States, requesting anonymity.

DGCA Mulls Exam Reforms For Pilots

Directorate General of Civil
Aviation ((DGCA) is set to
reform the examination sys-
tem for pilots by making it
online, even as a fake pilot
licence scam rocked the avi-
ation sector in the last few
weeks.
“Examination reforms for
pilots are very much on the
anvil. We are planning to
introduce online examina-
tions soon,” Director Gen-
eral, DGCA E K Bharat
Bhushan told reporters here
on the sidelines of an indus-
try conference.
This new system is likely
to be in place during July-
August this year. Since the
current syllabus for commer-
cial pilot licence is not well-
structured, the DGCA is also
studying the possibility of
publishing a detailed ques-
tion bank
Asked about persons who
have obtained commercial
licences abroad, Bhushan .
said: “We cannot issue li-
cence to them immediately.
We would ask the aviation
regulator in the respective
cases to authenticate the
mark sheets and li,cences.”
Currently the aviation
regulator is also in the pro-
cess of verifying the records
of 4,500 pilot licences.
“Our three teams are en-
gaged in auditing of flying
schools,” Bhushan said.
These squads will also check
whether the trainees actu-
ally undertook the manda-
tory hours of flying in the
course opted by them.
However, he allayed fears
on the issue of fake pilot li-
cence issue. “Out of 1700
airline transport pilot licenc-
es and 6300 commercial
pilot licences, 13 pilot licen,
es, six air transport pilo
license and seven comme
cia1 pilot licences have beel
detected as fraud,” he said

What you have put up is the expert committee report. please find out from the DGCA, when are the recommendations supposed to be implemented. There’s no point of filing a RTI query before that. Call up and find out or send an official letter. Keep us posted. tks
