Since residential consumers supply has govt. subsidy, there seem to be a big scam which could be exposed with this RTI, as without knowledge of Consumers, cylinders on their account may get pass on in black market and that could be the reason for this nexus for supply through dealer network. As per rule every consumer can get a refill once in 15 days but most of the small families need refill only once in a month or beyond, this opportunity a dealer may exploit.

2. Description of information required: Please furnish the following particulars and copies of relevant records:
a.a. Gas pipes infrastructure was laid by putting underground pipes on L. B. S. Marg in Eastern suburm and Palm beach road in Navi Mumbai around 20 years back. Provide relevant documents which show the reason of delay in supply of pipeline gas to the Eastern Suburb. Also provide documents which show action taken to speed up this supply

 b. What is number of Cylinder gas delears in Western Suburb, Eastern Suburb, Island City and Navi Mumbai respectively ?
c. what is the actual number and also in terms of percentage of residential consumers that get supply by cylinders in Western Suburb, Eastern Suburb, Island City and Navi Mumbai respectively ?
d. what is the actual number and also in terms of percentage of residential consumers that get supply by pipe  in Western Suburb, Eastern Suburb, Island City and Navi Mumbai respectively ?
e. What is actual number of Cylinders that were supplied in last one calender year to residential consumers of Western Suburb, Eastern Suburb, Island City and Navi Mumbai respectively ?
f. what is the annual revenue that government gets in terms of all licence fees from all gas dealers in western subrub, eastern suburb of Mumbai and Navi mumbai respectively ?

    I have edited as per ur submission, but we need to bring out foul play for such unreasonable delay since western suburb already gets supply by pipes. There seems to be some scam between authorities and dealers since once gas supply starts by pipe, dealers lose their business totally as well government loses all official licence fees from existing dealers as well all unofficial bribes since most of the dealers r into illegal trade of selling subsidies home cylender to hoteliers. By difference in western suburb number of dealers, number of consumers, as well differences in revenue generated would prove such scam existence.

    Since now we also have reply of action taken report for complain filled under portal for grievance, which shows complain is forwarded by Ministry of Petroleum and Natural Gas to GAIL(India) Limited, we need to fill another RTI to Ministry of Petroleum and Natural Gas, Delhi address as well as with GAIL(India) Limited if this company falls under the preview of RTI Act. address of Gail (I) LTD is 16, Bhikaji Cama Place,

    With respect to my complain on portal for grievance, since last few days Mahanagar Gas ltd has been following up the issue with me, and during discusion 2 very strong facts came to light, first that cost of having pipe gas 15 to 20 percent less as compare to subsidies cylinder gas because of no transportation cost and second most important fact that, since natural gas supplied by pipe is much lighter than air it easily mixes with air and rises up on contrary LPG gas supplied in cylinder is much heavier than air so spreads on same level without mixing with thus is much more dangerous for life and property.
    In spite of all such facts still if still necessary infrastructure is not developed by authorities, it seem to be a big scam as also remember, unused natural gas is released or burned in atmosphere which again increase unnecessary global warming.
