Seeking Information from CPC-IT Department, Bangalore

To,

PIO (Public Information Officer)

Central Processing Centre – Income Tax Department
Bangalore

Subject: Application for information under the Right to Information Act.

Sir,

Please provide the following information with respect to the following questions.

1. The income tax filing forms allow an assessee to request that a refund be directly credited by ECS to their bank account. My father and sister mentioned complete and accurate bank account details in their tax return and requested ECS credit of their tax refunds. However, the CPC has chosen to issue refunds by cheque for the FY 2009-2010.

My question:

For how many such cases (where the assessee mentions the full bank information in the IT return and requests for a direct credit to the bank account) has the CPC still sent a refund by cheque to the assessee’s address?

2. For NRIs who have provided you with their bank details in the income tax return and requested that the refund be sent to their bankers directly, please let me know how many such NRIs have been sent refund cheques to their Indian address? How many such refund cheques have subsequently been returned undelivered because the NRI obviously does not reside at the Indian address? How many NRIs have received their refund cheques at their foreign address?

3. After the refund cheques were returned undelivered to the CPC in March 2011, my father and sister received an e-mail from the CPC asking them to submit Response Sheets with their bank account information and a blank, cancelled cheque so that the CPC could credit the refunds directly to their bank account. My father and sister have each sent these documents to the CPC twice, but on all four occassions the CPC claims that the documents have not been received, or else that they have been damaged/incomplete. The Speedpost website says that the documents were delivered, but the CPC denies this.

My questions:

In cases where the response sheet is sent by the assesse, in how many such cases has the CPC refused to issue/delayed the issue of the refund to the assessee by claiming that the documents have reached them in a damaged condition or that certain documents are missing?

For the Financial Year 2009-2010, what is the total amount of refund money that the CPC has not yet paid out ostensibly because the assessee did not mention the accurate bank details in their original return and, subsequently, the Response Sheet and other documents were received in a damaged condition?

What is the approximate waiting time for an assessee who calls your call centre and tries to speak to your agents? I have personally waited more than half an hour on many occassions and still havent been able to speak to anyone.
