Electric Rickshaws in Delhi despite ban
The Government of National Capital territory of Delhi Transport Department has banned the Electric Vehicles plying on the roads of Delhi .
This ban was published on 9 Dec 2012 in newspapers.
The Electric Rickshaws which in the words of the notice are without type approval, without fitness, without registration and are violating the rule 2(u) of the Motor Vehicle Act.
Manufacturing ,selling, and Operation of these imported rickshaws is ramapant now and there appears to be nobody stopping them.
I wish to know under the RTI that:
1. What is the permission by the Transport Department granted to them after the ban was imposed. Please provide a copy.
2. Under which clause of the Motor Vehicle Act these are permitted after the ban. Please provide a copy.
3. What are the papers of permission / type approval/ permits / insurance these manufacturers , importers, buyers, and sellers are using. Please provide a copy.
4. What is the undertaking these people are giving for safe disposal of batteries. Please provide a copy.
5. How many Electric Rickshaws have been banned / confiscated after the implementation of the ban.
6. Please provide a copy of the dilution of the ban or the removal of the ban notification on these Electric Rickshaws.
7. How many Electric Rickshaws have been sold in Delhi area after the ban.
8. What is the passenger and third party liability related insurance arrangement- please provide a copy.
9. They are consuming Electricity to charge the batteries of banned Electric Rickshaws- please provide a copy of the arrangement with the Delhi Electricity authorities for use of electricity for banned rickshaw charging. Please provide a copy.
10. They are using premium road space for travel and for parking at Metro stations, and other place- please provide a copy of the permission for parking .
11. They are doing business of passenger transport- please provide a copy of the permission to conduct illegal business.
12. They are conducting the business of cargo transportation- please provide a copy of the permission to carry commercial cargo.
13. The sellers are selling them after the ban- please provide a copy of the permission to sell banned Electric Rickshaws provided by the Transport Department.
