1.Why Mr Atul Gupta,chief Manager staff department,R.O. Delhi has not been transferred from Delhi although he has completed more than 3 years in Delhi & according to circular Dated 01.05.2007 no officer can be posted for more than 3 years in same office/ department.
2.How many other officers are there who are working in R.O.Delhi for more than 3 years including P A’s to executives.
3.Why officers working in staff departments posted silently to Audit departments & again back to staff department.

You cannot ask `why; in your RTI application. Your RTI application may be suitably amended as follows:
1. Copy of decision/order showing reasons for extension of Mr Atul Gupta;s tenure as Chief Manager, Staff Department, R.O Delhi beyond three years of his posting as per circular dated 1.05.07 wherein no officer can be posted in same office for more than three years
2. Provide a list of officers and PAs to executives who have exceeded the tenure of 3 years
your point 3 is invalid under RTI as you cannot question authorities. RTI is meant for seeking information only, please note
