Posting of All India service officers
1. Why most of the Officers from Delhi working in Directorate General of Employment & Training Under Ministry of labour are not being trnsfered outside Delhi for more than 15 years?
2. How some of the officers are working for last 15 to 16 years in various World bank projects…?
3. Why the vigilance Department is silent about it..?
4. Why there is no clear transfer/posting policies for various Ministries…?

1. The officers selected by UPSC are all India service, but most of the officres based on Delhi are rearely transfered out of Delhi. Some of them are working in the same office for more than 15 years in the same office.But the officers posted in the field Office of Directorate General of Employment & training under the ministry of Labour & Employment, Shram Shakti Bhawan are being transferred to anywhere in India, as there is no specific policy for transfer/Posting.
2. The officers working in the projects are sticking to the same office. The trick is they start one project and make it never ending. One World bank project started in 1989 is still continuing. The money wasted in the name of project for the interest of a handful of officer is a World Bank loan which is to be returned with interest.
3. To show expenditure for the Bank loan salaries are being drawn for officers who never worked in the said World bank project.
i.e the Vocational Training Improvement project started way back in 1989 are still continueing. In the name of world bank project implementation, aroung 31 posts are being continuing so that the officers from delhi are not transfered out of delhi.
4. The work of the so called 31 officers can be done by 5/6 officers as most of them have hardly any work.
