Case Details:

1.Contractor: Progressive Construction Ltd.

2.Work Commenced in September 2005.

3.Work Place: NH 28,

Section: Ghorakpur – Gopalgunj Section, LMNHP -9.

Information required:

1.Work commenced in September 2005. Till now it is not completed at least 75% also. Reasons for the slow progress.

2.The work is terminated in between due to inefficiency and insufficient machinery. But again allotted to the same contractor.   What are the revised terms and penalty terms.

3.They are using different brands of material ( i.e. Cement and Iron) What are the required technical standards of the material required.

4.They are engaging different unskilled Sub-Contractors. Is it allowed? They have permit ion  from  from the authority to engage such Sub-Contractors?

5.What is the time limit to complete the project? How much work Completed? How  much paid till now?

6.What are the required educational and technical qualifications for the execution staff? (Even project manager appointed is also not an engineering graduate in this work)

    Subject: Information regarding work done on NH-28 since 2005
    Information required:
    1. Please provide me the information of all kinds of works being commenced by NHAI on NH-28, (Section: Ghorakpur – Gopalgunj Section, LMNHP -9) since 2005. Provide the information about the contractor, who has been assigned for this NH-28. Also provide the copy of contract given to the above contractor along with expenditure details.
    2. Please provide the information related to progress report on work done on NH-28 yearly basis since 2005.
    3. Have there been any complaints received by NHAI regarding to work done by contractor in the designated period? Please provide detailed report of such complaints received and action taken reports in that regard.
    4. By what time, above mentioned works on NH-28 is supposed to complete as per contract done between NHAI and Contractor?
    5. Please provide the name, designation, address and telephone numbers of officials, who have surveyed the work done on NH-28 since 2005. Please provide copy of each survey report.
    6. How much amount of money has been paid by NHAI to contractor for NH-28 work since 2005? Please provide a copy of all receipts in this regard.
    I am attaching the receipt of the payment of application fees for this RTI Application via Demand Draft of Rs. 10/- only and serial no. XXXXXXX. I am willing to pay any further charges as decided by the PIO and communicated to me with a reasoned written order, giving detailed calculations for arriving at the additional charges so requested by the PIO.

    जानकारी के रूप में एक सुविधा केन्द्रकी स्थापना की गई है। कोई भी व्यक्ति बिहार में किसी स्थान से 155311 पर फोन करके सूचना का अधिकार अधिनियम के तहत अपना आवेदन लिखवा सकता है जिसे संबंधित कार्यालय के लोक सूचना पदाधिकारी को डाक/ई-मेल द्वारा भेजा जाता है। अब इस व्यवस्था को विस्तारितकरते हुए आम आदमी को ऑनलाईन RTI आवेदनदर्ज कराने की सुविधा प्रदान की जा रही है। ऑनलाईन “जानकारी” द्वारा कोई भी व्यक्ति “जानकारी” वेबसाईट पर अपना आवेदन दर्ज करा सकता है जिसे विधिवत् आवेदन फीस भुगतान के पश्चात् संबंधित विभाग/कार्यालय के लोक सूचना पदाधिकारी के पास ऑनलाईन भेज देने की व्यवस्था है। प्राप्ति रसीद ई-मेल के माध्यम में आवेदक को भी भेजने की व्यवस्था है।

    Hi Team,

    Please find the PIO reply to this application. If we check it clearly, PIO has replied after 38 days of application, so we can sought full contract details and other information without payment of any charges. There are many misgivings in the information, which I’ll put into my 1st appeal.

    At first hand, you can see major corruption in this NH28 construction. If you see any other irregularity, please lemme know.

    I heard, now the work is stopped by the contractor and they applied for termination work again. No salary is paying to the employes from some period.
