UGC Fellowships and Delay in releasing money

Sir,
Please provide me following informations
1. copy of the document shows the date of joining of a student who selected for UGC fellowship (ANY JRF) and the duration taken for him to recieve first installment.
2. copy of the rule/law under which ugc is delaying the fellowship for more than a year
3. student (Fellowship scholar) studying in an institute which provides stipend, but candidate selected UGC fellowship, and student is not getting the stipend for many years, in such cases copy of the document shows action taken by ugc to avoid the delay.
4. copy of the court order to organise revaluation for UGCNET exam, and copy of the document shows why it is not done in the further exams.
you have to be specific in your query – you will have to name a student/students – on then will this query be valid
Thanks for the correction. what i trying to say is Students selected for UGC fellowship are facing difficulties because of delay (more than 18 months.) these fellowships are to support the students. But in reality its giving a lots of agony for the students. As you told its very difficult give a name of the students. Can you ask in general?

2. What is your interest/grievance regarding revaluation of UGCNET? Why do you want subsequent UGCNET results to be revaluated?
3. Is the delay in payment of stipend related to the revaluation of UGCNET?

UGC is repeatedly saying that there is no revaluation for the exam. There was a news that one of the court in india directed to UGC do the revaluation for the particular candidate. I feel that if a student written exam he has right to do approach the authority do revaluation. and ofcourse it will prevent malpractices too.

there is revaluvation system now. so it is not relevant.
Delay in stipend is not purposeful to any person. it is applicable for all. I feel that bureaucratic hurdle is the reason. what ever it is students are suffering. the people responsible are availing regular salary.
i hope that it will be benefit for the 35000 brilliant (declared by UGC only) students in all over India.

Refer to the Section 8(j) of RTIA.
1. PIO has no power to reject RTI application under Section 8(j) automatically. He has to obtain consent of the affected party. Which in this case, he will give his consent.
2. Information sought relates to expediture of public money and information supplied by candidate while applying for the grant relates to ‘public activity’.Does not come under Section 8(j).
3. Problem in this case is not the RTI application which is general in nature but the reply of UGC which is quite evasive in its responses.
