is requested under RTI to provide information on the Total amount the Manamohan Singh Government had  spent from the public exchequer for the publishing of Advertisements on Rajiv Gandhi’s Birth Anniversary Death Anniversary, Indira Gandhi’s Birth Anniversary and Death anniversary in various media across India by  various Central Ministries- since 2004 till 2010.

1. Please provide details of advertisements released in all newspapers of India pertaining to Smt Indira Gandhi and Shri Rajiv Gandhi’s birth and death anniversary from January 2004 to December 2010
2. Please provide monthwise details
3. Please provide, rules or circular, if any, of the maximum cost to be incurred for advertisements of departed national leaders
5. Details of fee paid Rs.______________

    Sir,

    1. It would be better to restrict your information requirements to 2004-2010 as audit for FY 2010-2011 would be in progress and information would not be available.

    2. Also, as you would be aware these advertisements would have been booked as awareness/information dissemination measures in the accounts and a normal audit will not bring out this information.
    3. Any suggestions as how the RTI should be framed, as the most likely response from PIO would be this information in this format is not available.

    I think all government ads need to go via the communication ministry. This RTI can be filed over there as to how many ads were issues to newspapers and the amount paid for each ad. Also, instead of restricting it to Rajiv and Indira, you can ask for all national leaders, may be name 15 leading personalities. That would show up the bias, if any.

    communication ministry as in I&B Ministry. In case you are looking for the national leaders, include former PMs and Founding fathers of Indian Constitution.

    1. All advts go through DAVP. Link http://www.davp.nic.in/davp_history.HTM

    2. My point is these advts are not labelled as Indira anniv advt while booking in account books or asking DAVP to get them published. Therefore care has to be taken to word RTI correctly.

    The original seeker of this application has asked for advertisements pertaining to Indira Gandhi’s and Rajiv Gandhi’s birth and death anniversary and there is nothing wrong in that. Let’s not extend it to other national leaders and dilute the original application. There is nothing called `bias’ in RTI. You can ask for any specific information and no one can question you why. I have mentioned the name of the PIO in the RTI application draft from the DAVP website – in case he is not the one, it is mandatory for him to pass it on to the right PIO, pl feel free to change/add, rgds

    This shows for only 3 years, even though requested was for 6 years…
    Also, Rajiv death anniversary, no expense in 2009??

      No expense was incurred in 2009 on Rajiv Gandhi anniversary as the 14th Lok Sabha was dissolved and the 15th Lok Sabha counting had not yet been completed.
      The expenses are being made by the Government high command only.
