Furnish the rules for an executive who has been transferred from plant unit of SAIL to other unit of SAIL on management transfer and availing company’s guest house/hostel/transit house and do not have company’s accommodation nor retaining company’s facilities at previous place will be entitled normal HRA of previous location which they used to get. 2. What is meaning of retention of facilities at previous location of posting? Do the executive need to apply permission for retaining his own accommodation at previous posting for applying normal HRA at previous location? 3. Do normal HRA come under decretory power? Will it need permission? If spouse working other than previous place of posting and her spouse got posting to some other place in such cases will husband entitled for normal HRA at previous posting if stays in guest house at new place and do not have company accommodation at previous place? 4. What would be the period of stay in guest house/transit house/hostel? What would be the charges levied for staying? 5. Whether an executive is entitled for disturbance allowance for such transfer and staying in guest house/transit house/hostel?

    Your request comes under the purview of RTI Act 2005

    Hello Mr.Prasad, Your query pertains to the regulation of House Rent Allowance in SAIL. The rules and regulations relating to HRA will be available in detail in the Company’s Personnel Manual which is available for all employees.You may pl go through the said manual. You will get answers to all ur queries.

    show me the man i will show the rule in SAIL Personnel departments. Rules are interpreted different is SAIL units. Some of SAIL units like Bokaro, Ranchi based units personnel department follow negative roles. They interpret according their whims and fancies. It is essential that this matter is most important and it should be taken under RTI

    Hello Mr.Prasad,Under the RTI Act, u can get information in any form like records,memos, documents,etc.But the PIO need not answer your questions like why or what leading giving clarifications. So, for your question No1, the information is already published by the public authority in the personnel manual and is a ground for rejection. Your questions
    at 2 to 5 are in the form of giving clarification and hence can be rejected by the PIO.

    Hello Mr.Prasad,
    SAIL is a major Public Sector organisation. All the Departments are headed by experienced professionals
    including your Personnel Dept. Such being the case, written down rules cannot be interpreted according to one’s wishes.
    If u r still not satisfied with interpretation u may approach the Head of Personnel Dept, either personally or through the
    Staff Associations/Unions. But getting clarification through RTI Act is not possible as already said by me. Or alternatively,
    you may file an RTI application in a case where such arbitrary decisions are taken flouting the rules, seeking the authority
    for the said decision.

    in SAIL rules are interpreted to employee to employee. Employees who had strong god father or in top position they will get benifits by mispinterpreting the rules.
