Regimental Funds- Public or private funds?

More than the yearly budget of the defence forces regimental funds in the name of Unit Funds, Canteen Funds , Garden Funds , Army Wives Welfare Funds( its equivalent in other two services), AWES( Army Welfare Education Society), Mandir Funds etc etc are held by all three services. They are generated mainly from the sale of CSD goods through 3500 Retail CSD outlets now known as URCs, from the rebates and commissions recd from the civil contractors for providing them govt accommodations , from running schools and colleges on Defence lands, from farming of Defence lands etc etc. But Armed forces are not ready to acknowledge that the funds less the meagre amount of subscriptions from its members actually belongs to the consolidated funds of India. End result is as expected- All the three services units and their Headquarters are busy devising ways and means to spend that money somehow. This has led to a scenario where armed forces are seen celebrating Army Day , Navy Day , Air Force Day , Kargil Day, Bangla desh War Day, Regiment Raising Day , Regiment Disbanding Day,  Corps Day, Founding Day , this day that day for 365 days a year and seven days in a week. The money is plenty and that must be spent at the drop of a hat. Besides spending so called private funds in the forms of this fund and that fund armed forces and the ministry of defence manages  ahuge sums of money from the govt of the day at the centre as well as at the states. In addition there are plenty of money come p[ouring from the manufacturers , the dealers , the educational societies and private parivars.

I would like to know the record straight- how much money received by all three services in the name of regimental funds from each sources,  the amount of money recd as subscriptions from its members and where all money had been spent in what events at what levels in each category giving separately for expendables and Non-expendables for the past 10 years.

My query to RTI Cell IHQ of MoD , New Delhi has not met with any success.

    Dear Sir,
    Seems like you have already submitted an RTI application. The way our organization works .. individual volunteers from different parts of India file the RTI in their own name. Nothing is filed in the name of the organization.
    The idea is to protect RTI applicants, from any harm (physical or career etc.)

    I do not know, how an RTI filed by us again .. will help you.

    If you have not got a reply for your original, then you should file for a second appeal to the appellate authority

    I do not see any anonymity here

    Yes I had filed RTI application to RTI Cell , New Delhi which redirected it to 1 EME Centre Secunderabad.They have denied me the info. It is more than a year now. I wish to take up the afresh.

    1. Rule position: Regimental funds are NOT public funds. They out of the purview of RTI.They are welfare and contributory in nature. They are subject to internal or second party audit for correctness.Governed by Defence Services Regulations- DSR.
    2. There is nothing you can do about it. The matter was debated in the parliament also.
