Electricity Connection MSEB

I would like to submit a RTI application. The querry is:

I own a farmhouse in a village near Pune district. My structure is located on a distance of around 500 metres from the nearest electric grid. I have already applied for a 3phase electricity connection for pumping irrigated water & have paid all the fees & charges. Now the MSEB officer of that village is asking for another 40,000 Rs, which he says is the expenditure of buying & erecting 3 or 4 electricity poles along with wires & miscellanous expenses.  Is there any rule which says that these infra structural costs have to be incurred by the consumer.

Please guide me as to how to draft this application & to whom it is to be addressed.

Is there any online submition procedure which we can do.

    Basically, what you are asking is who pays for infrastructural costs.
    That obviously is the job of the MSEB.
    and that is something you can get from the MSEB website ..

    Technically they have been strictly told to put all such information in this website and they do put it (The above website is extremely extensive and in Marathi, which I cannot read).. The only problem is that most important information are put in somewhere deep within the website .. which needs atleast few hours of painful research (and that unfortunately is your job to dig thru it)

    RTI Act 2005 is meant to get copies of govt. documents and nothing else. If this is already available on the website .. then they will simply mention that .. and its a waste of time and money to file for an RTI.

    I would sincerely suggest, you put in some pain to go thru the above mentioned website (and also the other two websites .. mentioned here .. http://www.msebindia.com )
