Please provide me the following information :


    

  1. What are the policies/rules followed by your department to blacklist suppliers/vendors.

  2. As per the Single Point Registration Scheme of NSIC,  Guidelines issued by Ministry of MSME (vide  Circular No.) and THE CHHATTISGARH STATE STORE PURCHASE RULES it is compulsory for all Government Departments to mention following things in all the tenders floated by them:

                                                           [A].Micro Scale Units will be exempted from Security Deposit .


                                                           [B].15% (fifteen percent) price preference will be given to Micro Scale Units of CG State against the price                                                                                quoted by Other units of CG State and all units outside the CG State.


                                                           [C].ACSR Conductor (upto 19 strands) is reserved for exclusive purchase of Micro Scale Units of CG State


                                                           [D].While comparing for the lowest amount, State VAT will not be included in the amount quoted by the                                                                                Micro Scale Industries of CG State


             Please provide the information that you have mentioned or not mentioned all the above discussed points in your Tender                                Specification No. 02-03/CE(S&P)/359 for the purchase of ISI Marked ACSR & AAAC Conductor of Various sizes due on                                    09.01.2012.

Please provide me the following information :
    
1.	What are the policies/rules followed by your department to blacklist suppliers/vendors?
    
2.	Please state if the tender notification, No. 02-03/CE(S&P)/359 for the purchase of ISI Marked ACSR & AAAC Conductor of Various sizes due on 09.01.2012, mentions clearly the following points which are mandatory under the guidelines issued by Ministry of Micro, Small and Medium Enterprises and according to the Chhattisgarh State Store Purchase rules
    
a)	Micro Scale Units will be exempted from Security Deposit

      The application is correct(points are clear) When you file the application you need to pay Rs 10 as the application fee NO FEE TOWARDS POSTAL CHARGES IS REQUIRED. I have been involved RTI with the above mentioned department, CSIDC, Ministry of MSME and GAD, Govt. of CG No where I was told to pay fee towards postal charges.     If you can please file a complaint with the following text :”Chhattisgarh State Power Distribution Company” is following the C.G. State Store Purchase Rules from last 10 years”
    
I will recommend that wee must file atleast 5 complaints from pgportal.gov.in in different names this will create a pressure on them

    Actually the department is purchasing wire that is hung in electric poles and towers
    
It has taken bribe from large industries from outside the state
    
1.  who provide impure wire( instead of EC
    
    Grade (99.5% aluminium) it is of CG Grade
    
   (92.2% aluminium) This causes much line
    
   loss and thus electricity worth crores is
    
   wasted
    
2.  Distance b/w two poles is approx. 50 mts
    
    and per Rules if Bureau of Indian
    
    Standards 52 mts. of wire should be hung
    
    b/w two poles i.e. 2mts sag should be
    
    kept extra but large scale industries in
    
    collabration with the department provide
    
    only 50.5 mts. and get payment of 52mts.
    
    cost of 1.5 mts saved is 700rs. this in
    
    every 1KM they save about 1400 rs. and
    
    every year thousands KM of wire is
    
    purchased.
    
3. Electricity is of common importance as it
    
   is key to development.
    

    There are many cases eg. less entry tax etc. which i have told to Ritesh
    

    If we file online complaint which is free of cost from 4 different corners (My City, Kharagpur,Pune,Delhi,Banglore ) it will be very effective.
