Subject: Application for information under the Right to Information Act

Dear Sir/Madam,

Information required:
1. What is the mechanism of time keeping and what kind of reports are generated daily, weekly, monthly, and yearly?
2. Please provide monthly reports of time-keeping for the year 2010?
3. What are the penalties for failure to enforce timetable for such officials, drivers, and conductors?
4. How many such penalties/actions were taken in 2010? Please give details, name of the officials, designations, action taken.
5. GPS systems are installed in how many DTC buses, how many buses do not have GPS systems, and till when will it be installed in remaining buses?
6. What kind of violations can be detected using such system, specifically same route buses running simultaneously, missing trips, not running on time, etc.?
7. How many such violations were detected in the 2010, please give breakup of such violations?
8. What penalties/actions were taken on such violations? Please give details, name of the officials, designations, action taken.
9. How many cases of rash/zig-zig driving, skipping bus stops, alighting commuters in the middle of the road were caught by the vigilance wing of the department in 2010?
10. What penalties/actions were taken? Please give details, name of the officials, designations, action taken.
11. Can/should the conductor report rash/zig-zig driving, skipping bus stops, alighting commuters in the middle of the road, other irregularities to the department?
12. How many such complaints were made in 2010? Please give breakup of such complaints.
13. What penalties/actions were taken on such complaints? Please give details, name of the officials, designations, action taken.
14. Is it responsibility of the conductor to move in the bus to collect tickets?
15. If yes, till when can we expect it to be enforced in all the DTC buses?

    This information is extremely exhaustive and your application would be either ignored or be made to run around in circles. Delhi’s traffic dept is such a large organisation your no.2 query itself will run into so many pages. Prioritise your information and decide whether you want to ask for queries relating to GPS system or time keeping of buses but pl be reasonable in terms of quantity of information you ask for two reasons – 1) so that the PIO does not sit on your application and 2) it costs Rs.2 per page of certified copy the PIO gives you so your (not his) expense should be justified.

    Also, this is an RTI request, where I would suggest you should ask for personal inspection of the files and documents, given the volume of information you are seeking.
    I do not think, this needs to be anonymous, as I do not perceive any threat in filing this RTI application yourself
