RTI TO CENTRAL FOREINSC SCIENCE LABORATORY

Dear sir,

One of my close relative died under mysterious circumstances on 29/01/2011.

The police concluded the case as ” suicide” , but there were many loopholes/irregularities in the investigation by police , procedure adopted for post mortem  by doctors and sending the samples from post mortem to foreinsc science laboratory for examination.

The police sent the blood samples of the deceased to foreinsc science laboratory (FSL) after a long and unusual delay of more than 60 days.

My query to the foreinsc science laboratory is :

  • Please mention the department’s procedural time frame/period within which the samples from autopsy like viscera/blood samples etc.(even if preservative is added) should reach or received by FSL, to conduct the examination on samples effectively, procedurally and to give an expert opinion.

  • Do delay in receiving the samples by the FSL from the autopsy effects the examination and in giving the expert opinion by the FSL?

Please submit the RTI on the above mentioned subject matter to any central foreinsc science laboratory as the procedures followed for examination the samples from post mortem  are same for all other state foreinsc science laboratories as well.

I intentionally don’t want you to file this RTI to the concerned state Foreinsc science laboratory as they could intentionally and possible dilute the information and moreover I have already filed a RTI in the same subject to concerned state FSL and have become the victim of their uneasiness in sharing the information in this regard.
