Subject: Application under Right to Information Act, 2005 to get details of the over-bridge being constructed beside Puri Gate, adjacent to Rajendra Prasad Hall of Residence of Indian Institute of Technology Kharagpur (PIN Code: 721302)

Questions:

1. Please give me names and designations of the officers who first proposed the project. Please give me the names and designation of the people who considered the project and please give me their comments and suggestions on the project.
2. How many bids were placed for the project in its various stages? What was the value of the tenders? Which of the tenders was accepted in each of the stages of the project?
3. On what dates was the newspaper advertisement inviting tenders published? Which newspapers published it?
4. When did the construction of the aforesaid over-bridge start? What was the initial budget allocated to the project (here and hereafter “project” means construction of the over-bridge)? What was the target completion date of the project at that time?
5. When did the construction work happen for the first time in the project?
6. When was the land for the project acquired? If it was acquired in parts, please give me the dates when each of the parts were acquired. Please tell me how much money was paid to acquire each of the parts. For each of the transactions please give me names of the people who were paid and the area of land that was acquired from them. Please give me the numbers of the land acquired. If the rates at which the land was acquired is not uniform, please give the names and designations of the officials responsible for this. What action will be taken against them? By when will the action be taken? What is the total area of land on which the over-bridge is being constructed?
7. Please tell me the total area of land not at the site of the project which was acquired from the funds of this project. Please tell me the total amount of money spent for acquiring such land. Please give me the names and the designations of the people responsible for this. What action will be taken against them? By when will this action be taken?
8. Please give me the names and designations of the people responsible for delay in the project. Delay causes wastage of public money and inconvenience to the general public. What action will be taken against these people for the delay? By when will the action be taken?
9. When is the project supposed and/or expected to be completed according to present scenario?
10. What will be the cost of the entire project according to the present scenario?
11. The pace of progress of the project is extremely slow currently. This is leading to wastage of public money and is causing inconvenience to the general public. Please give me the names and designations of the people responsible for extremely slow pace of the project currently. What action will be taken against these people? By when will the action be taken?
12. Please tell me the daily progress made in the work in the years 2009 and 2010. Please tell me the names and designations of the people who are part of processing and execution of the project work. For each of them, please tell me how much time did they take to do their part of the work including when did their part of work and document concerned with the project requiring their action reach them, for how long did it stay with him/her and what did he/she do during that period. Please give this information for the years 2009 and 2010. If any or all of these people are not discharging their duties properly by finishing up their jobs on time, what action has been or will be taken against them for not doing their work and for causing harassment to the public? By when will the action be taken?
13. Iron and steel materials including rods that have been used in the project are exposed to air. They are getting severely rusted and corroded. The pillars and slab of the over-bridge built till now are becoming weaker due to this. This is creating a potential risk for people using the bridge after its opening. Moreover this is causing huge loss of public money. Please give me the names and designations of the people responsible for this loss. What action will be taken against these people for this specific negligence? By when will the action be taken?
14. Please tell me the location of the information board informing public about the construction work of the over-bridge. I searched for the board but could not find it. By when will the board be put up? Please give me the names and designations of the people who should have put up and maintained the board but have not done so. What action will be taken against them? By when will the action be taken?
15. The project has been significantly delayed. This has caused severe inconvenience to public including monetary losses due to increased travel time and delays at the railway crossing when the gate is closed. This would have happened to a significantly lesser extent had the project been on time. How and by when will the public be compensated for this severe malfunctioning of the government and its servants? The severe delay in the project also presents a lethal danger to patients in Ambulances in urgent need of medical attention who may be caught at the railway crossing with gate closed. This would have happened to a significantly lesser extent had the project been on time. Keeping this in view, the severe delay becomes a case of criminal neglect. What action will be taken against the people responsible for this criminal neglect? By when will the action be taken?
16. How much money has been spent on the project till now? Please give me detailed account of where and when the money has been spent. Which government departments and parties are spending on the project? Please give me percentage-wise distribution of their spending on the project till now. Please give me percentage-wise distribution of their planned spending on the project in future.
17. For each instance of money spent, please tell me the work for which it was spent. Besides, for each instance of money spent, please tell me if and when the work has been completed for which that instance of money was spent. Furthermore, for each instance of the money spent, please give me the names and designations of the persons who were paid.
18. Please tell me separately the number of police complaints and other complaints registered which are even remotely concerned with the project. For each of the complaints, please tell me the Complaint Registration Number, the date on which the complaint was registered, the name and designation of the complainant and a copy of the complaint. For each of the complaints, please give me names and designation of the people against whom the complaint has been filed. What action will be taken against them? By when will the action be taken? For each of the complaints, what action has been taken in view of the complaint? When was each of the actions taken? For each of the complaints in which action is pending, what action will be taken? By when will each of the actions be taken? For each of the complaints in which action is pending or has been delayed, please give me the names and designations of the officials responsible for the delay or neglect. What action will be taken against them? By when will the action be taken?

Preferred language in which information is desired is English. I will collect the information in person on intimation.
