unusual delay in disbrusal of housing loan by LIC Housing Finance ltd ,Ghaziabad UP

I was sanctioned a housing loan of Rs 34 lacs by LIC Housing Finance Ltd ,Ghaziabad office 4 months ago vide sanction letter /file no 3103000573 in the joint name of Sanjay Vardhan and Usha Kandari. But the cheque is not given for disbrusal .I have remined them about the cheque several time through persnal visit/telephonically.Everytime they say that the cheque would be given to you in 3-4  days  but that day never comes .They give excuse that they have lot of work.but the work of  builders who pay bribe is done promptly.I have sent feedback to their HO also but they also donot respond to emails. I am not sure whether LIC HOusing Comes under RTI.     Yes LIC does come under the RTI Act. Since it is not an anonymous RTI application, i request you to check out the RTI application format in our `printed RTIs’ section, find out the name and address of the PIO and send it here for any suggestions/correction of your draft.
    All you need to ask is:
    1. Please give status of the loan disbursal of so and so no.
    2. Names of officers in charge of disbursal of this loan
    3. As per rules, in how many days should I be getting such a loan
    4. Action, if any, against officers responsible for delay in loan disbursal
