Mess Scam in IIT Roorkee
For the session 2011-12, three hostels Messes with 600 students capacity each (Total 1800 students), have been privatised and to the shock for many, it was given to a single Contractor ‘Gemini Caterers Pvt LTd’ .
Since after Privatisation there has been no Monitoring Authority appointed by the IIT Rookree, as a result the services in these mess are ridiculous. For instance, one of the mess has been fined Rs 56,000 last month and its manager has been sacked ,for serving poor quality of food.
There must have been several kickbacks for this tender.Please file an RTI (drafted below) for the same.

Please provide the following information regarding the Privatization of the Radhakrishnan, Cautley and Ganga Bhawan Mess for the session 2011-2012.
Questions:
1.On what date was the advertisement for inviting tenders for these three messes was published and which newspaper published it?
Provide a Copy of the Advertisement issued in the press for the Tendering of the work;
2.Please tell the Number of Tenders/quotes received from the contractors;
3.Provide a Copy of the comparative statement prepared by the Tender opening authorities indicating the rates quoted by various contractors;
4.Provide a copy of the final tender accepted .
5.Provide a Copy of the work order issued to the contractor indicating the terms & conditions for running the Canteens;
Preferred language in which information is desired is English.
In case any of the above-asked information is held by or related to another public authority, you are requested to transfer the application or such part of it as may be appropriate to that other public authority with an intimation to the undersigned (Section 6(3) of Right to Information Act, 2005).
If u can get the copy of the work order issued to the contractor for the running of the three Canteens, you will get the answers to most of your querry. So I suggest the following questions can be asked in the RTI request;
1. Copy of the Advertisement issued in the press for the Tendering of the work;
2.Number of Tenders/quotes received from the contractors;
3.Copy of the comparative statement prepared by the Tender opening authorities indicating the rates quoted by various contractors;
4.Copy of the work order issued to the contractor indicating the terms & conditions for running the Canteens;
The reply to the above questions will answer all your other queries;
In respect of maintenance contract, u may file another RTI request separately (not clubbing the first one). Here u can ask
exactly similar questions. But in this case make sure that the maintenance work is contracted out to outsider and not done departmentally. Usually maintenance work is done departmentally in such organisations.

We have received a reply from the PIO of IIT Roorkee.The reply is given below.
Since the original applicant filed this himself/herself, we request him/her to take this forward, only if he/she feels that the money is worth paying.
Yes please go ahead with it.Who knows, maybe the reply with be good enough.If it isn’t complete then we will file an appeal in this matter.
We have sent Rs.232 to the PIO for sending 116 pages of reply.

This RTI Application has proven to be quite successful.
On 5th march, IIT Roorkee administration issued notification for fresh tenders for the above 3 messes for the session 2012-13.
On the first page of the official website of IIT Roorkee they have written in bold letters, “Seperate Tender will be filed for each mess.”

This week we have received large number of replies. We are sorting them out slowly.Till now we have not seen reply for this application.We will inform you if we receive the reply.
8th Feb- 23rd feb == 15 days..
12th march- 27 march == 15 days..
TOTAL= 30 DAYS..!!!
Today is 7th April, and if they haven’t replied till now, then surely, we need to go for 1st Appeal..
We would also get Rs 232 refunded !
