Bureau of Indian Standards

Bureau of Indian Standards (BIS) is India’s National Standards Body under administrative control of Ministry of Consumer Affairs.  BIS represents India in ISO and IEC and other international bodies working in the field of Standardization and Certification.

Senior BIS officers, including its Director General (DG), go on many foreign trips. They buy full fare tickets when heavy discounts are available and use these full fare tickets to take their spouses with them. I want to know under which rule they are doing it and whether this wastage of public money is allowed when PM is cutting short the foreign trips of ministers under austerity measures announced by the Govt?

Recently a delegation having four officers is going to Australia to attend IEC meetings. I want to know why four officers and what meetings they will attend and how each delegate has justified his inclusion in the delegation.

    Hello sir, Under Govt.0f India, any foreign travel for govt employees are to be approved and cleared by their respective Ministry. No govt employee is allowed, under the govt rules, to take their spouses along with them at Govt cost. This point can be checked through an RTI request if u so desire.

        Does this fall under the purview of RTI ?

    I was also under impression that no govt employee is allowed, under the govt rules, to take their spouses along with them at Govt cost. But in BIS They seem to be doing it under some rule which is being interpreted in their favour. Shrad Gupta IAS, DG BIS, and IFS, ADGT BIS have taken their spouses on foreign tours seven times. I also feel that a RTI should be filed to check this point.

    1. As per DoPT rules Govt officials travelling abroad on duty are entiled to ‘companion ticket’ paid for by Air India which is basically cost of the ticket less taxes & works out to 50% of the cost.Balance to be paid by the spouse.This is as per rules
    2. This companion ticket and flying miles were entitled for domestic journeys also but were stopped by DoPT in 2008.
