Both the RTIs can be filed. Both the application should be addressed to the state excise department i suppose. Requesting the applicant to go through this link which gives a list of all PIOs and find out which is the right PIO and to get back to us. Awaiting reply http://www.pon.nic.in/rti/ar1909.pdf

The excise departments do not collect all taxes.Hence applications may
be addressed to the State Information Officers who has access to all departments.

The term state information officer may be corrected as State Public information Officer. As suggested it is better to address applications to the PIOs of concerned departments.Anybody seeking information on liquor smuggling is at a risk.So please allow one or two days to redraft the queries.

What’s the meaning of State information officers – that’s very vague. The query should be addressed to APIO and PIO given in this link: http://www.pon.nic.in/rti/3_Excise/file8.pdf
and the PIO mentioned in this link of the Kerala state govt under `Taxes dept’. pl delete query 4 and 5 while filing the RTI as it pertains to another subject altogether.
