Govt. Rates

A common practice in govt. departments is to keep the rates 2 to 3 times higher than they are actually in the market. which is most common way of corruption.

Contractors pay commission because they are paid at a much higher rate. Mostly officers demand their commission in advance, only then they make payments to the contractors.

 

I suggest that the governments rates should be made public so that public may know that how officers pay extravagantly. ( Rs. 100 for a single tissue paper for example, i dont remember the actual figure paid in commonwealth games).

      In all Pubic Sector Undertakings and Autonomous Bodies, there are written down Purchase Policies which can be seen on their Home page. This is based on purchase procedure available in Govt Rules. You may refer to the General Financial Rules (usually known as GFRs)

      for Central Govt Departments.Since this is a

      priced publication, it is not available in the net.

      The normal procedure is for purchase of any materials/products (for Eg.,tissue paper as referred by you)the Dept will call for quotations from reputed dealers indicating the quality and quantity of the item required. These quotations will be received in sealed covers and opened on a preindicated date in the presence of senior officers.The rates of the dealer who has quoted the least rate are accepted and procurement made from him.

      Usually the currupt people in purchase depts how they manage is while calling for quotations,though they address letters to variouse dealers,they will somehow manage to see that the letter calling for quotations will reach only one or two persons of their choice and accept their rate stating that their rates are the lowest (of the quotes received) So if you feel the procurements are made at abnormally high, u may bring such cases to the notice of the Vigilance officer of ur deppt wo will make necessary investigation and take action. However in the case of Works, there is a shedule of rates drawan by the Central/State Govts and the rates quoted by the contractor will be nomally compared with this schedule of rates. These schdule of rates are available with the Public Works Dept which can be obtained by anybody.
