How I can Chnge My Faulty Meter

Sir,

I am the consumer of DHBVN ( Dakhshin Haryana Bijli Vitran Nigam ).My current bill issued is vary high & meter is faulty.What is the procedure to change my meter &what is the basis according to which I have to pay my Electricity bill till installation of new Meter.How much time &cost is taken in this process.

    I complaint about this to state electricity authorities but they are not taken any step.
