FRAUD IN TEACHER SALARY

I WANT TO BRING TO YOUR ATTENTION A BURNING ISSUE RELATED TO THE HIGHLY EDUCATED PEOPLE  OF UP WHO ARE TEACHING IN GOVT. AIDED/SELF-FINANCED INSTITUTIONS. THEY ARE NOT GETTING THE SALARY AS PER UGC AND UP GOVT. RULES. BUT THESE TEACHERS ARE UNABLE TO COMPLAIN TO THE HIGHER AUTHORITIES FOR FEAR OF ITS BAD REPERCUSSIONS. RECENTLY GOVT. OF UP HAS ISSUED A G.O. WHICH SAYS THAT 80% OF TOTAL FUND OF COLLEGE MUST BE UTILIZED IN TEACHER’S SALARY AND CAN’T BE UTILIZED IN OTHER EXPENSES. BUT NOBODY IS BOTHERED TO FOLLOW THIS NORM. SO KINDLY TAKE URGENT ACTION.

    In this complain there is no information asked for. Though the issue raised is a serious one, but complainent should raise specific querry.

    I will prepare a RTI application for this.. I need some points from the original requestor..
    1) Give me at least one college name where this happens

    2) OPTIONAL: Upload the A.G.O passed by UP govt. This may help to point out the specific issue.

    The Core part of RTI application may be like:

    As per the Right To Information Act of 2005, I seek the following information:

    1) Please inform me of the details of Remuneration paid during the month of DEC-2011 as salary to teaching staffs of “COLLEGE NAME”.

    2) Please provide me with the certified copies of the latest offer letter OR promotion letters of all the teaching staffs of “COLLEGE NAME”

    3) (OPTIONAL)Please provide me the certified copy of Order/Letter received from UP govt on the utilization of funds.

    Other suggestions welcome..

    I suggest the college. It is Azad Institute of Engineering & technology, Lucknow”. The college is approved by AICTE and affiliated to GBTU, Lucknow. It has to abide by the AICTE norms. But they submit fake names as faculty to AICTE.

    I have uploaded the AICTE corrigendum of 6 pay salary.

    Also uploaded is GBTU letter specifying that “A college is charitable organization and can not aim to earn benefit.”

    So it is suggested to ask for annual fee revenue or % of fee revenue spent on salary.

    It is a Self financed institution..

    I am not sure if AICTE would be able fetch information from a private institution, but we can get the information that are available with AICTE wrt to that college.

    1) Please inform me of the Faculty: Student ratio in the college.

    2) Please inform me of the Pay Scales of all teaching staffs in the college.

    3) Please inform me of the Qualification of all teaching Staffs in the college.

    4) Please inform me of the findings of the last three audit reports of the college with respect to deviation in above points 1, 2 & 3. Also, inform me of the action taken for deviation.
