Enforcing of illegal quota on Liquor Shops

The officials of the Department of Excise, Government of Karnataka are forcing the Liquor Licencees to procure certain quantity of liquor every month irrespective of the actual sales of the shops which is in turn forcing the shops to find ways to sell the stocks by offering discounts etc.

I would like to have the following information

1.  Has the Department of Excise fixed individual quota for each shop to procure certain quantity of cases every month.

2.  If so under what provisions of the Karnataka State Excise Act?

3.  If there is no such quota fixed, then what are the powers under which the Officers of the department are forcing the shops to procure certain quantity of liquor every month.

4.  Is it the stated policy of the Department of Excise to increase the consumption of alcohol among the public by forcing the shops to procure more and sell more?

5.  If the answer to the above is NO, what action is contemplated against the officers to prevent them from enforcing the unofficial quotas which will only result in proliferation of alcohol consumption among the public.
