Sub –application under the right to information act 2005

Dear Sir

Kindly provide information regarding FRU(First referral units)since Jan 2010 for srigangangar district
1.Number of FRU(First referral unit) sanctioned.
2.Number of functional FRU on the first day of every month.
3.How many doctors(obstetrician and Gyanecologist,Paediatrician and Anaesthetist)were appointed on contract since Jan 2010 to make the FRU functional. (Please specify the names and date of appointment specialitywise).
4.Provide information regarding Deliveries and Cesarian sections done monthwise for each FRU.
5.What is the criteria fixed by you to call a FRU fully functional.
6.Amount of Money spent on salary and various expenses of doctors on contract (give detail repot FRU wise).

    Can you please explain the nature of anomaly/problem/deficiency/malpractice you wish to highlight in the functioning of the FRU? This will help us to assist you better.

    It is mandatory to have a pediatrician,a obstetrician & an anesthetist to make the FRU functional .due to lack of govt doctors of these speciality ,govt hired doctor on contract to make these FRU functional at fixed amount of Rs. 60,000 per month .but even after hiring these doctors ,sufficient number of doctor are not ready to join for this job.(to understand it better I give you example ..suppose in district 10 post of each speciity is vacant only three doctor of each specility are available to join on contract .in this condition it is better to make three FRU functional.but insted of doing this .govt hired 3 doctor from each specility total 9 person & ask them to join to place of their choice so govt is spending 5 lac 40 thousand rs per month without any output .every body is happy there doctor is happy because he is getting salary without doing any thing.person who employed is also happy because he is getting fixed monthly commission from doctors.so that crores of money is spent every month without any productivity

    this is going in whole rajasthan .out put of FRU is measured in term of delivery conducted in perticular month & how amny FRU are functional ……we have to compare the data before & after the appointment of contract specilist.

    This is a big scam of NRHM & JSY in rajasthan .We can increase the scope of this information to whole of rajstahan also.but as it is a big scam we have to file this RTI by person far away from rajasthan

    The problem these days especially after late 2011 ( due to a circular sent by CIC citing a supreme court judgement No.1/18/2011-IR, 16 Sep 2011 ), RTI Act have become just a document asking tool..

    PIOs mostly refuse to create any information..

    it looks like we ask for something that is know to the PIO but he will not disclose it as it does not constitute as information.

    The only way to get this thing exposed is to
    ask for documents

    1) Latest FRU Sanction Letter

    2) Offer Letter of Doctors,
    Appointment Letter of Doctors,
    Posting Orders of Doctors.

    I suggest you get in touch with some hospital staff and collect information regarding the documents that are maintained..

    FRU are already sanctioned but it is matter of functionality of FRU .before & alter appointment of contract doctor.
    second thing we want to know out put out of these FRU (Before & after appointment of contract doctor).output in form of delivery conducted
    these are only information I think.
    this is what we need

    all the asked information are available with the different departments of govt .they need not to create it
    these asked information are neither opinion nor advise
    these all information are maintained by different govt departments

    The information requested by you are either statistics ( like number of operational FRU as of a particular date, number of doctors appointed etc.. )

    I do agree that the answers for your question can be answered by PIO..

    But will he do ?? There is a good possibility that he will reject..

    However, you can get this information in first appeal / second appeal by arguing that the queries asked involves a greater public interest, and has to be created from the data available and published as required in section 4 of the act.

    1.Number of FRU(First referral unit) sanctioned as of today.
    2.Name of functional FRU ,( FRU having all the three specialist )date of becoming functional & date of becoming non functional due to transfer/retirement/leaving job by specialist
    3.How many doctors(obstetrician and Gyanecologist,Paediatrician and Anaesthetist)were appointed on contract since Jan 2010 to make the FRU functional. (plesse give appointment letter of all ).give transfer order of contract specialists
    4.how many contract specialist left the job /absent or on leave with date
    5.Provide information regarding Deliveries and Cesarian sections done monthwise for each FRU.
    6.Amount of Money spent on salary and various expenses of doctors on contract (give detail report FRU wise).

    3. Certified copy of Latest FRU Sanction Letter.

    4. Certified copies of Resignation letter submitted by doctors, including contract based doctors, since 01 Jan 2010.

    5. Certified copies of Relieving orders issued to doctors, including contract based doctors, since 01 Jan 2010.

    6. Certified copies of Transfer orders issued to doctors, including contract based doctors, since 01 Jan 2010.

    7. Certified copy of Birth records / log books of each FRU since 01 Jan 2010

    8. Certified copy of Statement of accounts under the head related to Salary and Expenses of doctors and contract based doctors, since 01 Jan 2010

    9. Expense reimbursement orders issued since 01 Jan 2010.
