I have one quarry about institution of civil engineers india . in this connection I filed a RTI to AICTE and MHRD both but no reply given by both dept inspite of many reminder. It is requested to fwd my RTI Quarry to AICTE and MHRD at your end please .

Dear Sir,
Kindly provide the information & documents regarding Associate Membership & Technician Membership offered by Institution of civil engineers (India), “Career House” Bindra Complex, Model Town, Ludhiana (Punjab) (www.iceindia.org) under RTI Act 2005 with respect to following question :-
1 Is the membership offered by “Institution of civil engineers (India), Ludhiana (Punjab)”(i.e. Associate Membership & Technician Membership are subsequently equivalent to degree in engineering and 3 year diploma in engineering.
2 Is the membership offered by “Institution of civil engineers (India), Ludhiana (Punjab)”(i.e. Associate Membership & Technician Membership are subsequently equivalent to associate membership & technical membership of Institution of Engineers (India) 8, Gokhley Road Kolkata 700020 (www.ieiindia.org).
3 Is any person having Associate Membership & Technician Membership of “Institution of civil engineers (India), Ludhiana (Punjab)” is eligible for the post of Assistant Engineer and Junior Engineer subsequently in central govt jobs.
4 Is the syllabus of associate membership exam Section A & Section B & technical membership exam Part ‘I’ and part ‘II’ conducted by “Institution of civil engineers (India), Ludhiana (Punjab)” () are approved by All India council for technical education (AICTE) New Delhi?
5 Is the same course approved by ministry of Human Resources development?
6 If Yes, please provide documents issued by your office to “Institution of civil engineers (India), Ludhiana (Punjab)” for offering Associate Membership Examination (Section A & Section B) & Technician Membership Examination (Part I & Part II) & upto what period.
7 Can “Institution of civil engineers (India), Ludhiana (Punjab)”take new admissions for Associate Membership Examination (Section A & Section B) & Technician Membership Examination (Part I & Part II).

I agree this is a well drafted RTI.
By default, every new request comes under the category of unprocessed. People like us review these requests and accordingly put them into different categories (Drafted/Unclear/Non -RTI request etc.)
What i meant here was i am moving this to the Drafted RTI Category, so that our volunteers can now just take a printout of this and file the RTI.

Dear sandeep ji i had filled RTI about more than one and half year ago but erroneously i have lost the record of speed post no. but i have a copy of IPO no of the same.

You just need to take cp-paste the draft letter to a word document, put the relevant address of the CPI and the IPO amount
and speed post it

They have done the right thing..
In any central govt. department the RTI application fee is onyl Rs 10/-
It is not advisable to send extra fee in anticipation of getting some photocopies of document..
Only after the decision of providing the requested information they will communicate the extra fee if any.
Re-file the same RTI application with fee of rs 10.
1) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the Associate membership offered by ICE equivalent to Degree in Engineering.
2) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the Technician membership offered by ICE equivalent to Diploma in Engineering.
3) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the Associate memberships offered by ICE equivalent to Associate membership offered by IEI ( Institute of Engineering India ).
4) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the Technician memberships offered by ICE equivalent to Technician membership offered by IEI ( Institute of Engineering India ).
5) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the eligibility criteria to be met for the post of Assistant Engineer and Junior Engineer in central government jobs.
6) Provide me with copy of documents/records/orders/any communication ( including email, fax, minutes of discussion) that suggests the central government job that can be applied for with the Associate membership (ICE) & Technician Membership (ICE) as qualification.
7) Provide me with copy of NOC / approval letter/ any order / any communication issued by AICTE that allows/approves the IEC to follow the present syllabus for associate membership exam section A & B.
8) Provide me with copy of NOC / approval letter/ any order / any communication issued by AICTE that allows/approves the IEC to follow the present syllabus for technician membership exam Part I & II.
9) Provide me with copy of rules & regulation / orders / documents / any communication that instructs the procedure to new admission for Associate Membership(ICE) and Technician Membership(ICE).
10) Please inform me the details of the Appellate authority.

pls give consideration to the points that i have modified. Instead of posing a question to PIO, we are now asking for copy of document..

I can not understand the mentality of AICTE officials. What is the problem if We send two IPO of Rs 10/- each, if they don’t need one extra IPO than they can return one IPO in lieu of to return the application, it clearly indicate that they are not interested to supply the information.
now we have no another option that re-submitted the application alongwith one IPO of Rs 10/- duly addressed to account officer AICTE New delhi.
OK after 1 & 2 days i will again post this with the rs.-10 IPO
while re-submitting this RTI pls remember to write the address of account officer AICTE on IPO.Otherwise they have one more reason to return the RTI again un-actioned.

१. आपने ipo मै पता गलत लिखा है……..मेरे विचार से इसका पता AO AICTE NEW DELHI होना चाहिय !मेरे विचार से इस ipo का अब कोई उपयोग नहीं रह गया है.
२. यदि आप इस rti को redraft कर सकते हों (जैसे की स्क्य वालकर जी नै रेद्राफ्ट की है ) तो बेहतर रहेगा

I’ll give you a brief introduction and the process to file RTI.
Rti कानून सिर्फ भारतीया नागरिकों के लिए है . इसलिए rti के लिया आवेदन करने वाला भारतीया नागरिक ही है इसका आवेदक को सबूत देना होगा . इसके लिए आप driving licence pan card, voter id etc…की कॉपी दे सकते है .

Original requester may or may not be interested in the information, but I am sure there are many other Students of ICE, that need this information(Including me). I had seen similar reply from AICTE regarding ICE, that requested information is not available with them. But they do not advice from where to get it or who will have this information? And despite of all efforts it is not sure if the ICE has required Affiliations or not. Can you please advice how to take it further and get the pin pointed information?
