please help

Sir
I wish to know from Union Bank Of India,Central Office,239,Vidhan Sabha Marg, Mumbai-400021 that an officer in Bank’s Regional Office,Delhi-Mr.Atul Gupta Chief Manager,Staff Department has not been transfered even after he has completed more than 3 years in this office while there is a Bank’s clear cut policy that no one can stay for more then 3 years & C V C has issued a circular on 01.05.2007 narrating the same thing.Bank is not giving clear answer to this question.when asked about the copy of decision for his over stay bank replied ‘no decision taken yet’
what is the solution to know the clear answer instead of
gol mol answer

    1. Please provide me with the list of officersposted along with the date of posting at Union Bank of India, Regional Office Delhi.
    2. Date of posting of Chief Manager, Staff Department of Union Bank of India, Regional Office, Delhi.
    3. Copy of Policy of Union Bank of India regarding tenure of posting of an officer at a particular branch/ office.
    3. Name, designation and address of the competent authority, vested with the power to issue transfer order and to implement the Union Bank of India Policy for transfer of officers.
    4. Name, designation and address of the competent authority to whom, any irregularity related to non implementation of transfer policy can be reported.

    Note : You are requested to follow section 7 (3) of RTI Act 2005 for providing information / providing with the photocopies of supporting documents related to the informations requested above.

    (4) Details of application fee:
    ( a ) An Indian Postal Order bearing machine no _______dated __________for Rs 10 is enclosed herewith as application fee as per RTI Act 2005
    ( b) Any additional cost / fee as required may be communicated.

    5. Following points ( a to d ) are for your kind information and consideration :
    a. If all / part of information sought in Para 1 ( a to f ) is held by or relted to another public authority, I request you to follow Section 6 (3) of the RTI Act 2005. To transfer the application or such part of it to that other public authority within five days of the receipt of this application and provide an intimation on the same.
    b. As prescribed under Section 7 (1) of the RTI Act 2005, I request you to provide the information sought within 30 day period of receipt of the application. Any delay in good faith of providing the above information can be communicated in advance.
    c. As per provision of RTI Act 2005, I request you to provide your details such as Name and Designation and Office address for further communication, if required.
    d. As per provisions of RTI Act 2005, I request you to provide an acknowledgement for reciving the application, the acknowledgment would consist of date of receipt , file number/ application id and the details of the public information officer, OR you can send a photocopy of the application with countersign and sign and seal of the receiving office and other details of receipt.

    2 Dispatch this application by speed post after having signed it and give a reply to my this coment mentioning Speed Post consignment no, this helps us in tracking the replies .
    Note: IMPORTANT : please write the date 07 feb 12 nly because this applicationis registered with us on this date,this will enable us in easier subsequent correspondence, if required

    This RTI Application has been drafted by us.It is now ready to file.
    However we do not think that filing this RTI Application will lead to any threat or harassment to the applicant.We are facing a severe crunch of volunteers and are currently overburdened with other applications of the sort which might lead to harassment of the applicant.As it is our duty to cater to their cause beforehand, hence there might significant delay in filing this application.We hence request the original RTI requester to file this RTI Application himself/herself.
    We are moving this RTI to “Non-Anonymous RTIs” category.If the original RTI requester has any query in this regard please post it as reply to this comment.If you think that the RTI Application may cause serious threat or harassment to you, please reply and the community will take care of filing this application.

      I can file this RTI as I am doing the work connected with Failed ATM Transaction with many banks and can file this RTI if asked.
      Some additions and modifications may be required in the application and posting them in a day or two for approval.

        Please go ahead and file this RTI Application.
        Our group needs several volunteers like yourself to take forward this good work.
        Please do remember to write the date of this application as 7th February 2012 and the Application Number as 11737.This will make matters simpler when we receive a reply.
        Also please do remember to post the Speed Post Consignment Number.

          Don’t you think writing date 07/02/2012 is not far old? I can give Ref.No. as 11737 but the date is very old. Can I change the date?
          My application is ready for posting and will be in post tomorrow i.e. 24/3/12.
          I have made some additions and subtractions in the draft provided and do I have to upload this draft? In doc or text or pdf?

            Dear Sharad,
            The date may seem quite old but we put it there for convenience at the time of receiving the reply.Most PIOs address the application through its date and not application number.Hence if the date is changed we will have difficulty in finding this RTI Application when we receive any correspondence from the PIO.
            Notice that this is the date on which the user has posted this RTI Application.
            I don’t think it is much of a problem if the date is very old.We have sent RTI Applications with date much older.
            The draft is quite complete.No need to change it.
            No you don’t need to upload the draft, you just need to upload the Speed Post Consignment Number of the letter you post.

    Received reply from HO stating there are no exceptions in transfer rules.
    Information from Delhi appears to be fishy. Applicant should come forward and clarify the matter with direct communication with me. He can mail me on sharadphadke(at)gmail(dot)com

    HO has not clarified the competent authority about where to complaint.
    Atul Gupta’s posting is from 1/10/2011 and hence I cant say he is in office for more time. Applicant should provide more details to pull bank on this subject or CPIO who supplied false information.

    Param Dhar says: on March 10, 2012 at 9:07 PM applicant contacted with private communication. Now I feel he (Param Dhar) should write to applicant and ask to communicate.

    With this example people like me will not be interested to help a person in real trouble if the applicant don’t come forward.

    RTI Anonymous is a two way communication as the applicant is to be protected. But he can’t remain silent.

    After time bar nothing can be done.

    Is there any process to remove old applications where RTI is filed, NO action from applicant on reply.
    I suggest to close this matter and remove from main page.
    Space for new applicants is blocked when the original applicant is not interested and has just posted his application for harassment.
    Otherwise he would have commented and revert back.

    If it is Union Bank of India, I will have to reconsider the same. I have found they create information rather than giving information on record.
    This was my experience on “Failed ATM transactions” time limit query. I have sent them a Notice but it is Public MONEY officer can enjoy on it.
